Purpose of Position
Under the direction of the Assistant Secretary-Treasurer, the Accounting Manager is responsible for managing and overseeing the daily operations of the accounting and purchasing department as supported by the Secretary-Treasurer, and Assistant Secretary-Treasurer.
The Accounting Manager is responsible for providing leadership, training and support to schools, departments and stakeholders throughout the Division.
Key Responsibilities
Duties include, but are not limited to, the following:
- Manages and oversees the full cycle of accounting activities, including purchasing, accounts payable and accounts receivable.
- Responsible for general accounting (Capital, Operating, Projects/Grants and School Funds/Special Purpose Funds) month-end and year-end processes.
- Prepares cash flow projections and invests and borrows funds as required.
- Prepares monthly, quarterly and annual financial documents.
- Oversees and manages internal and school audits.
- Provides financial and capital reports to the Province and to internal/external stakeholders on a monthly, quarterly and annual basis.
- Participates and provides administrative support in the annual budget preparation process including school budgets.
- Directs the work of others within the department.
- Works with Human Resources with regards to the recruitment of staff.
- Supports and develops employee performance through regular communication and feedback.
- Ensures compliance with the collective agreement and resolves related complaints and concerns.
- Provides orientation, training and support to staff and departments on finance related activities.
- Monitors and maintains financial security by establishing internal controls.
- Administers insurance claims.
- Participates on a variety of committees including the International Student Program Management Committee and the Finance and Planning Committee.
- Attends Board and Budget meetings as required.
- Participates on Ad hoc project teams and committees, as may arise from time to time.
- Performs other duties as may be assigned to support the efficient operation of the Department.
Skills and Qualifications
Skill and Knowledge – Required:
- Chartered Professional Accountant (CPA) designation and a minimum of two years’ prior related experience or equivalent combination of skills and experience.
- Advanced proficiency with Microsoft Office 365, accounting software and database management.
- Experience managing the full-cycle of accounting activities and the preparation of year-end financial reports, including project and capital reporting.
- Previous experience managing employees in a unionized environment, including experience interpreting and applying collective agreement provisions.
- Experience in coaching, mentoring, team building, and motivating direct reports.
- Strong organizational and time management skills, with ability to work under pressure, multi-task and prioritize.
- Strong analytical and problem-solving skills.
- Excellent customer service skills with the proven ability to defuse conflict and deal with complaints and concerns effectively and professionally.
- Ability to exercise tact and diplomacy when dealing with confidential information.
- Strong communication and interpersonal skills.
- Ability to work both independently and in a team environment.
Skill and Knowledge – Desired:
- Knowledge of Public Sector Accounting Standards (PSAS)
- Previous experience in a public sector environment
- Experience with ERP systems and related project improvements and support processes.
